The Governor-General can impose a levy on a commodity. This happens when a Minister recommends it. The Governor-General makes this decision by an Order in Council. You can find more information about this in section 5. The Governor-General's order is a type of secondary legislation, which you can read about in Part 3 of the Legislation Act 2019. This order must be confirmed by an Act, which is explained in subpart 3 of Part 5 of the Legislation Act 2019.
