19Appointment of officers

  1. A local authority may from time to time appoint such officers and servants as it thinks necessary to assist in the execution of this Act, and the provisions of any other enactment relating to the terms and conditions of employment of officers or servants of a local authority shall apply in respect of the employment of persons appointed pursuant to this section.
