11Further application

  1. Subject to any rules of court, an individual may make a further application under section 9 or section 10 despite—

  2. having previously made an application under either of those sections; or
    1. having appealed under section 12.
      1. Despite subsection (1), the court may dismiss any further application that it thinks is frivolous, vexatious, or an abuse of the procedure of the court.
