When you read the Epidemic Preparedness Act 2006, some words have special meanings. An enactment does not include a rule of court. The Act explains what some words mean, like epidemic management notice, which is a notice under section 8(1). You can find the meaning of High Court Rules in section 4(1) of the Senior Courts Act 2016. The Act also explains what immediate modification order and modification order mean. An immediate modification order is made under section 14(1) or 15(1). A modification order is made under section 11(1), 12(1), 14(1), or 15(1). When you see the word modify, it includes suspend and waive. The word person includes the Crown. The Act also explains what prospective modification order means, which is a modification order made under section 11(1) or 12(1). The rules of court are rules that regulate the practice and procedure of a court, like the High Court Rules. For the purposes of section 24, rules of court include any applicable modifications made under section 24A. The Minister of the Crown and department of State responsible for an enactment are the ones responsible for the administration of the enactment. The New Zealand Police is a department of State and the Commissioner of Police is its chief executive.
