"Where a modification order applies in New Zealand"

You need to know where a modification order works. It can apply to the whole of New Zealand. This is true even if the epidemic notice only applies to some parts. If a modification order does not say it applies to the whole of New Zealand, it still might. It applies to the whole country if the epidemic notice applies to the whole country. If the epidemic notice only applies to some parts, the modification order only applies to those parts. A modification order follows the same area as the epidemic notice. You can find out where the epidemic notice applies to know where the modification order works.
