The Minister cannot tell the Agency what to do when it comes to deciding who gets funding or how much they get. This means the Minister cannot give directions about allocating funds to people or groups. The Agency gets to make its own decisions about who to fund and how to allocate its money, as stated in the section 103 of the Crown Entities Act 2004.
