39APower to seize vehicles and containers

  1. Any officer may stop and seize any vehicle on the ground or in water, or stop in transit and seize any parcel, package, case, bag, luggage, or other container, if the officer reasonably believes either—

  2. that the vehicle or container contains any endangered, threatened, or exploited species; or
    1. that the vehicle or container—
      1. is in the possession of a person who has committed an offence against this Act; and
        1. has been used in connection with the commission of an offence against this Act.
