This part of the law applies to some local authorities in a special way. You need to know that only certain rules apply to a board of inquiry, a special tribunal, and a freshwater hearings panel. These rules are found in sections 48 and 53 of this law. A board of inquiry is given authority to conduct hearings under section 149J of the Resource Management Act 1991. A special tribunal is given authority to conduct hearings under section 202 of the Resource Management Act 1991, and a freshwater hearings panel is given authority to conduct hearings under clause 58 of Schedule 1 of the Resource Management Act 1991.
