3Purposes

  1. The purposes of this Act are to—

  2. promote the accountability of the Executive to Parliament for—
    1. the development of high-quality legislation; and
      1. the exercise of stewardship over regulatory systems; and
      2. support Parliament’s ability to scrutinise Bills; and
        1. support Parliament in overseeing and controlling the use of delegated powers to make legislation (see Part 5 of the Legislation Act 2019).
          1. The purposes of this Act are given effect to only by—

          2. setting out principles of responsible regulation; and
            1. providing for—
              1. the review of the consistency of proposed and existing legislation with the principles of responsible regulation; and
                1. the disclosure of the reasons for any identified inconsistencies; and
                  1. regulatory stewardship responsibilities; and
                  2. providing for a Regulatory Standards Board to—
                    1. inquire into whether existing legislation is consistent with the principles of responsible regulation; and
                      1. consider consistency accountability statements for Government Bills; and
                      2. providing support to the regulatory standards Ministry in its work to improve the quality of legislation.
