13Review of consistency of secondary legislation with principles

  1. The responsible agency for secondary legislation must ensure that an explanatory note for the secondary legislation includes (or contains a link to)—

  2. a consistency accountability statement; and
    1. a statement from the maker that briefly explains the maker’s reasons for any inconsistency with the principles of responsible regulation that is identified in the consistency accountability statement.
