To be a registered promoter, you must not be an overseas person. You are an overseas person if you are an individual who lives outside New Zealand and you are not a New Zealand citizen or registered to vote. You can also be an overseas person if you are a company set up outside New Zealand, or if you are an organisation with your main office outside New Zealand.

If you are a promoter, such as a company or a group, you are eligible to register if you are not an overseas person. This means you must be based in New Zealand or be a New Zealand citizen to register as a promoter. You cannot register as a promoter if you are an overseas person, according to the proposed law.
