22Qualifications for membership

  1. A person is qualified to sit as a military member only if he or she—

  2. is a member of the Armed Forces; and
    1. has served in the Armed Forces for a period of more than 3 years (whether continuously or in aggregate); and
      1. is not disqualified under section 23.
