When stock is impounded, the local authority must keep records. You need to know that these records include a Pound Book and an Impounding Register. The Pound Book is kept by the poundkeeper and is the first record of stock that has been impounded.

The poundkeeper must make two copies of the entries in the Pound Book and send one copy to the chief executive of the local authority. The chief executive will then add this information to the Impounding Register.

13Records to be kept by local authority

  1. The local authority shall keep or cause to be kept in respect of all stock impounded—

  2. a Pound Book in the prescribed form in respect of each pound in its district:
    1. an Impounding Register in the prescribed form.
      1. The Pound Book shall be the initial record of stock impounded in the pound, and shall be kept by the poundkeeper, who, as soon as possible after stock has been impounded, shall make in duplicate all such entries as are required to be made therein, and forward a copy of those entries to the chief executive of the local authority for entry in the Impounding Register.

      2. The Impounding Register shall be kept at the office of the local authority, and shall be a record of all stock impounded, and of all fees, rates, and charges received in respect of that stock, and all disbursements required to be made therefrom under this Act.

      3. The Pound Book and the Impounding Register shall at all reasonable times be open to inspection by any person free of charge.
