19Local authority to pay trespass rates and driving charges to persons entitled thereto

  1. Subject to the provisions of section 29, all trespass rates and driving charges received by a local authority (not being driving charges which the local authority is entitled to retain) shall as soon as possible be paid to the persons entitled thereto.
