60Person using stock without consent of owner

  1. Every poundkeeper and every other person who, without the authority or consent of the owner thereof, works or uses any horse, mare, gelding, ass, mule, bull, bullock, steer, or heifer while it is impounded is liable on conviction to a fine not exceeding 20 pounds, together with such sum as the convicting court considers reasonable and adjudges to be paid to the owner for his compensation and costs in that behalf.
