47Scheme, etc, to be laid before the Attorney-General

  1. The scheme committee shall, within the period of 2 months last mentioned, lay before the Attorney-General—

  2. a statutory declaration by the convener or the chairman of the meeting detailing the procedure followed and exhibiting a copy of every advertisement and notice and a copy of any minutes of the meeting certified by the chairman thereof:
    1. if minutes of the meeting are not available or do not set out in full the resolution adopting the purpose or proposal, a copy of the said resolution certified by the chairman:
      1. the scheme so prepared, signed by each member of the scheme committee, together with a copy of the scheme:
        1. copies of any other purposes or proposals notified, advertised, or proposed.
