28Application and content of standards

  1. Standards issued by the Chief Archivist may include (without limitation) all or any of the following matters:

  2. the particular public record or particular local authority record to which they apply:
    1. the procedures or practices that must be followed, or outcomes that must be achieved, in relation to the creation, maintenance, or management of public records or local authority records:
      1. a standard against which the quality of recordkeeping practice may be judged:
        1. the minimum standard of recordkeeping practice that will be allowed.
