When a local authority record becomes old, the person in charge must decide if it is an open access record or a restricted access record. They must follow the rules in section 46. You can think of an open access record as one that anyone can see, and a restricted access record as one that only certain people can see. The person in charge can change their mind about a record at any time and follow the rules in section 46 to make the change.
