The Minister must get an independent audit of the Chief Archivist's recordkeeping practices. You will see this happen 5 years after the Public Records Act 2005 starts, and then every 5 to 10 years after that. The Minister decides what the audit will cover and what criteria it will use, with advice from the Archives Council.
