The Minister in charge must create a plan to help children. You want this plan to make life better for all kids. It should especially help children who need more support. The plan must also try to reduce poverty among children and make life easier for them. It should improve the well-being of specific groups of children that the government department is interested in.

The Minister can change this plan after talking to other Ministers who work with children. When making or changing the plan, the Minister can talk to other Ministers if they think it's a good idea.

The Minister's plan is to address several key areas, including improving the well-being of all children, helping those with greater needs, reducing child poverty, and improving the well-being of specific groups of children.
