When you read this Part, you need to understand what some words mean. The word 'effect' includes any change that can happen, no matter how big or small it is. You should think about how something can affect the environment in different ways. The word 'effect' also includes any change that has already happened, is happening now, or might happen in the future. It can be a change that happens just once or one that keeps happening over time. The word 'protected area' refers to special places in the ocean that are looked after, like seafloor protection areas or high protection areas. You can think of these areas as special zones that are protected by the law to keep the ocean healthy.
