If you are a university or the University Grants Committee, you must talk to the Authority before you agree to pay someone a certain amount of money. This is because you want to make sure the amount you are paying is fair compared to what the Authority has decided in section 12 or section 12A. You should listen to the Authority's opinions and consider the amounts they have decided when you are making your decision.
