The Minister can tell the Secretary to keep some of the levy money that is supposed to go to your local council. This can happen if the Minister thinks your local council did not do what it was supposed to do the year before. You might wonder what the council is supposed to do - it includes spending the levy money in the right way, as stated in section 32. The council also has to meet performance standards set by the Minister, which are explained in section 49, and give the right records and information when asked.
