When a territorial authority makes a waste management and minimisation plan, it can decide how to pay for the services and facilities in the plan. You are not limited to paying only for what you use, or paying the full cost of a service. A territorial authority can charge more or less for a service, or even make it free, if it thinks this will help achieve the plan's goals and the plan allows for this. The authority must be satisfied that the charge, or lack of charge, will encourage or discourage behaviour that supports the plan's objectives, and the plan must say that charges can be set in this way, you can find more information by looking at the related legislation.
