The Governor-General can make rules about bylaws. You need to know that these rules can say what offences against bylaws are treated as infringement offences under this Act. They can also say what the fine is for these offences, which can be up to $1,000. The rules can also say what information must be included in an infringement notice, which is issued under section 74. When the Governor-General makes these rules, they are called secondary legislation, which has its own publication requirements, as explained in Part 3 of the Legislation Act 2019.
