When the Broadcasting Commission gives out money under section 36, they try to make it fair. They ask people to send in ideas on how to use the money. You have to promise to do a good job and tell them how you spend the money if you get some. The Commission makes sure people follow the rules by writing them into contracts. They check that people are doing what they promised to do. You have to meet certain standards and account for the money you get from the Commission. The Commission finds ways to make sure people follow the rules and use the money correctly.
