When you read this part of the law, some words have special meanings. A broadcaster is a television or radio broadcaster. Broadcasting costs are the costs of broadcasting an election programme, but do not include production costs. 69Interpretation

  1. In this Part, unless the context otherwise requires,—

    broadcaster means—

    1. a television broadcaster:
      1. a radio broadcaster

        broadcasting costs, in relation to an election programme,—

        1. means the costs incurred in broadcasting the election programme; but
          1. does not include any production costs incurred in respect of that programme

            candidate election programme means an election programme referred to in section 70(3)

              constituency candidate has the meaning given to it by section 3(1) of the Electoral Act 1993, and includes a person who has declared his or her intention of becoming a constituency candidate

                election means—

                1. a general election:
                  1. a by-election

                    election period, in relation to an election, means the period—

                    1. beginning with writ day; and
                      1. ending with the close of the day preceding polling day

                        election programme means a programme that—

                        1. encourages or persuades, or appears to encourage or persuade, voters to vote for a party or the election of a constituency candidate; or
                          1. encourages or persuades, or appears to encourage or persuade, voters not to vote for a party or the election of a constituency candidate; or
                            1. advocates support for a constituency candidate or for a party; or
                              1. opposes a constituency candidate or a political party; or
                                1. notifies meetings held or to be held in connection with an election

                                  party means a political party

                                    party election programme means an election programme that is not a candidate election programme

                                      production costs, in relation to an election programme or election advertisement, means the costs incurred in the preparation, design, composition, and creation of the programme or advertisement (as the case may be)

                                        programme includes visual images, whether or not combined with sounds, that consist predominantly of alphanumeric text

                                          publishing costs, in relation to an election advertisement,—

                                          1. means the costs incurred in publishing an election advertisement; but
                                            1. does not include any production costs incurred in respect of that advertisement

                                              Register of Political Parties means the Register of Political Parties established under section 62(2) of the Electoral Act 1993.

                                              1. In this Part, the following terms have the meanings given to them by section 3(1) of the Electoral Act 1993:
