The Minister must appoint a council called the Territorial Forces Employer Support Council. You can think of this council as a group that helps with the territorial forces. The council's jobs include promoting service in the territorial forces and advising the Minister on certain matters. The council also has other functions that the Minister decides from time to time. The council is a statutory Board, which means it follows the rules of the Fees and Travelling Allowances Act 1951. The council members can be paid fees, salaries, or allowances, and travelling expenses from public money, following the rules of the Fees and Travelling Allowances Act 1951. The council can also make its own rules about how it works, as long as it follows the rules of this Act and any regulations made under it.
