4Purpose

  1. The purpose of this Act is to uphold the rights and interests and improve the well-being of children and young people who are receiving, or have previously received, services or support through the Oranga Tamariki system and promote the effectiveness of that system by—

  2. setting out the functions, duties, and powers of the Monitor; and
    1. giving Ombudsmen additional duties and powers when dealing with matters that may fall under the Ombudsmen Act 1975 and that relate to services or support delivered by—
      1. Oranga Tamariki:
        1. care or custody providers; and
        2. creating a framework for the Monitor and Ombudsmen to work together in a comprehensive, cohesive, and efficient way and to consult one another and share information, as appropriate.
