When the Minister makes a certain decision, they must tell the House of Representatives about it as soon as possible. The Minister has to do this when they choose an ethics committee, as stated in section 27, or when they give a job to an ethics committee, as stated in section 28(1)(e). You can find out who is on the ethics committee by reading the Ministry of Health's annual report, which includes the name of the chairperson and the names of the members. The Ministry of Health must include this information in their annual report every year. This helps make sure you can access information about the ethics committee.
