9Issue of licence: individual applicant

  1. A Licensing Authority must issue a licence to an applicant who is an individual if—

  2. the applicant holds, or is eligible to hold, a certificate (see section 28(1)); and
    1. the application complies with the requirements of section 8(2).
      1. If an applicant does not hold a certificate, sections 24 to 27 apply as if the applicant were an applicant for a certificate.

      2. A licence issued to an individual must contain a photograph of the licence holder.
