Certificates: who must hold them

19Who must hold certificate

  1. Every person must hold a certificate if he or she,—

  2. with the authority of a licensed secondhand dealer, enters into a transaction on behalf of the secondhand dealer; or
    1. with the authority of a licensed pawnbroker, issues a pledge ticket on behalf of the pawnbroker.
      1. However, if both the person referred to in subsection (1) and the licence holder believe on reasonable grounds that the person is not disqualified from holding a certificate, then the person need not hold a certificate during the 2 months after he or she is first authorised by the licence holder to enter into transactions or to issue pledge tickets.

      2. Every person must hold a certificate if he or she manages, supervises, or controls any person who—

      3. enters into a transaction on behalf of a licensed secondhand dealer; or
        1. issues a pledge ticket on behalf of a licensed pawnbroker.
