Certificates: how to get them

28Eligibility for, and issue of, certificate

  1. A person is eligible to hold a certificate if—

  2. the person is not disqualified under section 22 from holding a certificate or, if disqualified, the disqualification has been waived under section 23; and
    1. either no Police objection has been raised under section 25 in relation to the person, or, if an objection has been raised, a Licensing Authority has dismissed the objection under section 26(3) or section 27(3).
      1. A Licensing Authority must issue a certificate to an applicant if—

      2. the applicant is eligible to be issued with a certificate; and
        1. the application complies with the requirements in section 21(1).
          1. If a Licensing Authority refuses an application, he or she must notify the applicant in writing, and give reasons for the refusal.
