The Licensing Authorities have some jobs to do. They carry out functions under Part 2 relating to licences and certificates. They also establish and maintain public registers described in section 78. The Licensing Authorities perform all other functions required by this Act. They do this as part of their role. You can find more information about their jobs in the Act. The Licensing Authorities have to follow the rules in the Act. They must do what the Act says. This includes following the rules in Part 2 and section 78.
