3Purpose

  1. The purpose of this Act is to—

  2. promote the purpose of local government set out in the Local Government Act 2002 by—
    1. providing local authorities with flexible powers to set, assess, and collect rates to fund local government activities:
      1. ensuring that rates are set in accordance with decisions that are made in a transparent and consultative manner:
        1. providing for processes and information to enable ratepayers to identify and understand their liability for rates; and
        2. facilitate the administration of rates in a manner that supports the principles set out in the Preamble to Te Ture Whenua Maori Act 1993.
