You can look at the complete rating information database at the local authority's main office. The database has information about each rating unit or separate rating area in the district. This includes the owner's name and postal address.

You can look at the database during office hours at the main office. You can access the database yourself or ask an officer to help you. The local authority can also make the database available at other offices.

You do not have to pay a fee to look at the database. However, you may have to pay a reasonable fee if you want a copy of the information. You can make several requests about different rating units or separate rating areas at the same time.

This section is related to sections 28B to 28D and overrides sections 27(3) and 28. It is also modified by section 28D.

Rating information database

28AInspection of complete rating information database

  1. In this section, and sections 28B to 28D, database means the database—

  2. that the local authority must make available under subsection (2); and
    1. that contains the information required under subsection (3).
      1. For the purpose of inspecting any information in relation to a particular rating unit or separate rating area, a copy of the local authority’s complete rating information database must be—

      2. available to any person—
        1. at the principal public office of the local authority; and
          1. during office hours; and
          2. accessible to the person by the person—
            1. accessing the database by himself or herself; or
              1. requesting an officer of the local authority to provide the information.
              2. The rating information database made available under subsection (2) must include, for each rating unit or separate rating area in the district, all the information that the local authority holds in its rating information database in relation to that rating unit or separate rating area, including—

              3. the name of the owner of the rating unit or separate rating area; and
                1. the postal address of the owner of the rating unit or separate rating area.
                  1. The local authority may make the database or any part of it available at any other office of the local authority, but only in the same manner as it is accessible by people at the principal public office.

                  2. No fee is payable for inspecting any database made available under this section, but a person may be charged a reasonable fee for being supplied with a copy of the particulars.

                  3. For the avoidance of doubt, a person may make, at the same inspection of the database, a series of requests about particular rating units or separate rating areas, as long as the requests are—

                  4. related; and
                    1. for purposes other than for the bulk collection of the names or postal addresses (or both) of people included in the database.
                      1. This section—

                      2. overrides sections 27(3) and 28; and
                        1. is modified by section 28D.
