When a local authority wants you to contribute a lump sum to a capital project, they can invite you to do so. They must invite you in writing and give you at least one month to decide if you want to contribute. The invitation must include certain information, as required by section 117G(1). A local authority cannot make the invitation unfair by offering different terms to different people or groups of people. They also cannot invite you to contribute on terms that do not match their funding plan for the project. If you are invited to make a lump sum contribution, the local authority must follow these rules, as outlined in section 117B, to make sure the process is fair.
