When you pay rates, they must be worked out in a certain way. You pay rates based on either the value of your rating unit, or factors related to it, that are in the rating information database. You can also pay a targeted rate, which is based on how much water you use, as set out in section 19.

The values or factors used to work out your rates are the ones that were correct at the end of the previous financial year. This means that if the value of your rating unit changes during the year, it will not affect the rates you pay for that year. Your rates will be based on the old value, not the new one.

43Rates must be assessed in accordance with values and factors

  1. Rates must be assessed in accordance with either—

  2. a rating unit and its rateable values that are set out in the rating information database; or
    1. the factors relevant to a rating unit that are set out in the rating information database; or
      1. in the case of a targeted rate under section 19, the quantity of water provided by the local authority to the rating unit during the period specified in the resolution setting that rate.
        1. For the purpose of subsection (1)(a) and (b), the relevant rating unit, values, or factors are those that have been corrected as at the end of the financial year immediately before the financial year for which the rates are set.

        2. The rates are not affected by a change in the rateable value or factors of a rating unit during the financial year in which the rates are set.
