The Commissioner can help with workforce matters by giving advice and guidance to certain agencies, which are described in section 97(4). You can think of the Commissioner like a helper who makes sure everyone is working together well. The Commissioner also considers whether to create a special plan called a Government Workforce Policy Statement, which needs to be approved by a minister, and this is done under section 96.

The Commissioner advises agencies that are affected by this plan on how it works. The Commissioner works with these agencies to make sure the plan is carried out as it should be.

The Commissioner's job is to make sure everything runs smoothly when it comes to workforce matters in the government.
