"What is the public service in New Zealand?"

In the Public Service Act 2020, the public service refers to certain groups. You can think of the public service as including public service agencies. These agencies are things like departments and departmental agencies.

The public service also includes other groups like interdepartmental executive boards and interdepartmental ventures. When it comes to certain parts of the Act, like subpart 4 of this Part, the public service includes Crown agents. This means Crown agents are part of the public service for those specific parts of the Act.
