64: Secondments

The Commissioner can arrange for you to work somewhere else in the public service if you agree and the bosses of the places involved also agree. This can happen for a few reasons, such as to help you develop your leadership skills, to help another agency that needs someone with your skills, or to help the public service as a whole. You can be sent to work somewhere else to develop your skills or to help another agency. The Commissioner and the bosses make these decisions, and they can do this without following all the usual rules about hiring people, as stated in Section 72 and Clauses 1 and 5 of Schedule 8. The bosses can also arrange for you to work somewhere else without asking the Commissioner, for the same reasons or for other reasons.

64Secondments

  1. The Commissioner may arrange for a public service employee to be seconded elsewhere in the public service (with the agreement of the employee and the relevant chief executives or boards) for the purposes of 1 or more of the following:

  2. developing senior leadership and management capability in the public service:
    1. meeting a need of a particular agency:
      1. meeting a need of the public service.
        1. Section 72 (relating to merit appointments)—

        2. does not apply to a secondment under subsection (1)(a):
          1. applies to secondments under subsection (1)(b) and (c).
            1. Clauses 1 and 5 of Schedule 8 (relating to notifying vacancies and reviewing appointments) do not apply to secondments under subsection (1)(a) to (c).

            2. This section does not limit the ability of chief executives to arrange secondments of employees within the public service for the reasons listed in subsection (1) or for other reasons and to do so without reference to the Commissioner.
