77Personal grievances and disputes

  1. Despite sections 78, 79, and 81 to 83B,—

  2. in relation to a personal grievance, the employer is the chief executive of the department or the board of the interdepartmental venture; and
    1. in relation to a dispute about the interpretation, application, or operation of a collective agreement, the employer is the chief executive of the department or the board of the interdepartmental venture acting, if the Commissioner so requires, together with or in consultation with the Commissioner; and
      1. in relation to any other employment relationship problem (within the meaning of the Employment Relations Act 2000), the employer is the chief executive of the department or the board of the interdepartmental venture.
