When Watercare sends a business plan to the Secretary, it must cover at least 10 years of financial plans.

The Secretary can ask for the plan to have detailed information for the first three years and a general outline for the rest of the years.
The Secretary gets to decide how much detail is needed for each year in the plan.
You will see that the first three years have a lot of detail, and the years after that have less detail.
This is because the Secretary wants to know exactly what Watercare plans to do in the near future.
The business plan is like a roadmap for Watercare's financial future, and the Secretary needs to know what it looks like.
The plan must be for at least 10 years, so the Secretary can see how Watercare's plans will work out over time.
This helps the Secretary make sure Watercare is making good financial decisions.
