You could also call this:

"New rules to stop Auckland Council controlling water organisations' money"

The Auckland Council has some rules it must follow. You need to know that the Auckland Council cannot own any part of an Auckland water organisation. The Auckland Council also cannot get any money from an Auckland water organisation.

The Auckland Council cannot give an Auckland water organisation any money or help them pay their debts. It cannot lend money to an Auckland water organisation or promise to pay their debts if they cannot pay. The Auckland Council also cannot tell an Auckland water organisation what to do when it comes to borrowing money.

If you want to know more about the rules the Auckland Council must follow, you can look at the Part 5 heading. The Auckland Council and an Auckland water organisation can still work together and share services. There are some special words used in these rules, like "borrowing", which means getting money by owing someone else money.

"Borrowing" can include things like loans or credit, but it does not include some types of debt, like when you buy something and pay for it later. Other special words used in these rules include "capital", which is money used to start or run a business, and "equity return", which is money made from owning a business. The Auckland Council must follow these rules to make sure it does not get too involved with an Auckland water organisation's money.
