The Bank can give permission to a group of licensed deposit takers or overseas banks to use a certain name or title that has a restricted word in it. You can think of an overseas bank as a person licensed or registered as a bank in a country other than New Zealand. The Bank's permission is given through a notice, which is a type of secondary legislation, and you can learn more about what that means by looking at Part 3 of the Legislation Act 2019.
