The Governor-General can make rules to give the Bank or the resolution manager more powers. You need to know that these rules are made to help with this part of the law. The rules are considered secondary legislation, which means they have to follow certain rules, such as being published, as outlined in Part 3 of the Legislation Act 2019, and they must be confirmed by an Act, as explained in subpart 3 of Part 5 of the Legislation Act 2019.
