The Minister has to make sure some rules are followed before they recommend new regulations under section 455(1)(g). You need to know the Minister must be satisfied that these regulations will protect people who have deposits in the bank, especially when they have more money in their account because of something big happening in their life. The Minister also has to think about how these regulations will affect the bank and the people with deposits, and make sure they are fair and do not cost too much or take too long to sort out, as stated in Part 6 and section 190, and consider the costs mentioned in section 238(2).
