There’s a special rule for projects that involve swapping land. In these cases, the panel convener has to wait for a special report before they can choose a panel. They can’t pick the panel members until they get this report.

24AAppointment of panel

  1. The panel convener must appoint a panel under Schedule 3 for—

  2. each Part A listed project for which a substantive application is lodged; and
    1. each referred project.
      1. For a project that involves a land exchange, the panel convener must not appoint a panel until the convener receives the report under section 24AC .
