24A: Appointment of panel

You need to know about how a panel is chosen for certain projects. The person in charge of putting together panels, called the panel convener, has to pick a panel for two types of projects. The first type is called a Part A listed project. For this type, a panel is chosen when someone hands in an important application. The second type is called a referred project. The panel convener needs to choose a panel for these too.
There’s a special rule for projects that involve swapping land. In these cases, the panel convener has to wait for a special report before they can choose a panel. They can’t pick the panel members until they get this report.
