15Process after Minister receives referral application

  1. If the Minister receives a referral application from the responsible agency under section 14, the Minister must—

  2. consider the application; and
    1. comply with section 16; and
      1. comply with sections 17 to 19 unless, before doing so, the Minister decides to decline the application in accordance with section 25; and
        1. make a decision on the application in accordance with section 21.
