86Decision on land exchange is conditional

  1. A decision under section 81 to grant an approval described in section 42(4)(f) (land exchange) is to be treated as a conditional decision until the appropriate Minister is satisfied that any conditions imposed by the panel in accordance with clause 31 of Schedule 6 are complied with.

  2. If the appropriate Minister is not satisfied that all of the conditions referred to in subsection (1) are complied with by the close of the second anniversary of the panel's decision, the approval is treated as having lapsed at that time.
